I don't know the details of crime rates from the 20s and the 30s, but I'd expect that in general, and in particular in your example of Harlem, they where lower.

But while crime rates went up until and through the 70s, they have largely come down since then. Improved police techniques and technology, more cops, and likely the higher incarceration rate, have all contributed to this. I think the rates are still higher than in the early 60s or before, but they've been generally dropping for awhile now.
