Which is true, but a useless tautology, and irrelevant to any claim in my post.

The deficit borrowing for SDI was very small compared to the economy. Its an insignificant factor in terms of economic growth, unless it is considered a vital part of bringing down the Soviet Union, thus creating the opportunity for a "peace dividend", significantly lower government spending (that otherwise would have occurred, not an actual cut in real dollars), and thus stronger economic growth. If you buy that theory than logically SDI increased economic growth. If you don't it was fairly insignificant.
