Most drilling rigs require a blowout preventer when drilling into sedimentary rock. There is no need to regulate this because nobody wants to die in a fiery inferno. However most states and provinces would specify it somewhere in their acts and regulations. The question is who is responsible for failure of the BOP. c-a-m.com
