The prior screw-ups are a huge problem for BP. The company has a criminal record in the USA, so folks are extra quick to rush to judgement. The US government will likely be able to drop the hammer on BP, if it so chooses.

I've dealt with a several people from BP and its predecessor Sohio over the years. All were decent folks except for one very senior manager who was a totally arrogant prick. I think it's guys like him who set the stage for these disasters.
