There are typically 4 telephone lines connected to each line card on the PSTN. If more than 25% of a CO's territory picks up there phone at the same time, you'll get a circuit busy.

IF instead you ADD a CDSL line card modem that also handles voice (if this is what ROK plans on doing, and as I have said, I am not yet clear on this), then it seems you won't be burdening the existing ratio.

Why? CDSL allows 56K (prob Flex), will ALSO plug interchangeably into any DSLAM, and doesn't require a truck roll (that may NOT result in a useable ADSL connection afterward). You would likely ALSO get closer to spec consistently with a 1Mbps modem than you would on a 6 Mbps modem. Plus, until backbone routing is upgraded to intelligent switching (many years), you won't see throughput of higher speed ADSL, anyway.
