Mq doesn't seem to quite grasp the trouble BP is in. Imagine an arsonist who successively burns down a mailbox, a doghouse, a shed, and a house. While on probation for these crimes, he burns down a major hotel. The authorities can drop the hammer administratively, based on the priors... OTOH, BP may be considered TBTF. We'll see.
