Politicians make promises in order to get elected. That typically involves spending increases and/or tax cuts that lead to deficits. What makes matters worse is that they often make promises where the bill won't come due for many years.

This is one reason why a complete reform of the monetary system would help. You need a system that keeps these imbeciles/scumbags in check and limits how irresponsible they can become in their efforts to gain and consolidate power.
