Do we know whether the existing pipe is breached above or below the seabed? If its above, you would think encasing the top with concrete would make sense. How would the pressure of the oil coming out impact that? Wouldn't it just keep pushing the concrete out of the way before it hardened? I tried googling the bell idea but couldn't find an example of it.

If its breached below the seabed, I would think putting a mound of concrete on top of it would just redirect the oil to come up somewhere else beyond the cap, no? Given the pressure explosion down there, the odds are high the pipe is screwed down below as well and putting the bell on top would kill any off any other options aside from a relief well.

My solution would be to create a bell that could be lowered over the wellhead and then gradually pump concrete into the bell through a port. This would give the bell mass and crowd out the flow of the open hole. The concrete filled bell would have enough mass to seal the well. Later, the bell could be controlled drilled obviating the need to drill a relief well.

The key point of this solution comes from its simplicity and implementability at a mile down. Appropriate bells already exist, concrete pumping into the bell is a known procedure, and unexpected failure risk is low.
