Hardly - the cannons you claim are such a threat at that distance are nothing to worry about - SCUDS on the other hand and the No-Dong missiles are the issue as they carry an actual payload that can cause more than terror.

What's the name of the primary North Korean cannon weapon systems?

The Koksan is listed as only 40-60km at best and it fires a rather small shell for a city the size of Seoul. So that would place it in a very narrow band near Seoul and easy to spot. The SCUDS on the other hand are hidden in mountains mounted on rails and hidden - makes them hard to find and destroy.
