If the clowns Bush put at the MMS hadn't given BP a waiver in 2008, BP would have had to have a plan.

But they didn't because their got their waiver. And now we blame Obama for that?

Horse puckey. Contradicted by the facts on the record. Obama's big mistake was not cleaning out that shithole known as the MMS much faster.

But he was a little busy getting started fixing the other Bush f'ups. It's a long to do list.
