I used to live on the beach, and people keep blaming the tar balls on ships. I know ships don't spill oil, even the changed motor oil can be used for fuel on some ships. Its part of that natural oil that seeps out of the ground in certain places. On the surface man has emptied and filled most of the tar pits, but they are still there below the ocean.
