Yes - but their cannons are strung out all along the DMZ not just within reach of Seoul. The cannons/rockets/artillery are to remove and clear an invasion path through the Souths considerable defenses between Seoul and the DMZ. Direct attacks with cannons or rockets on Seoul is simply terror and ineffective for military reasons (shooting over your enemies head) - a SCUD (GPS guided) on Yongsan US Army base next to Itaewon (in Seoul) is the real target along with the Blue House (their White House) and their version of congress/senate as well as the Kimpo Airport to the south west of Seoul. For many of the military targets in Seoul you need a high trajectory due to the height of the buildings surrounding the high value targets. You can't get high and big ordinance at the end of an artillery pieces range - it's a gravity thing.

If the North can advance and create a supply route they can move their cannons within effective range and continue their advance South.

Other SCUD targets are Osan Air base, Suwon Air base and of course Pusan the southern port city where reinforcements and staging would occur. With the Norths recent nuclear tests it makes all the old defensive war plans a lot harder - I haven't seen any public updates since about 2003. Now they could hit Kadena Air Base in Okinawa and do extensive damage in a single SCUD/NoDong or perhaps even Hawaii.

There is no denying they can kill millions without much effort - this doesn't even mention the dam they will blow most likely as they see defeat and retreat north. The Han river runs through the middle of Seoul and the north built a massive dam up river which could wipe out huge areas of the city.

Most believe they would attack in the fall as the ground hardens up - monsoon rains this time of year and all the rice paddies make it real hard to move tanks and artillery.

Good thing we didn't cancel the A-10 warthog - this type of mobile machinery is what it's made for along with the korean terrain - hilly.
