Just as you can set speed limits below what normal people drive, people drive what they feel is a safe speed and the lower speed limit has no effect on what speeds people actually drive. Taxes are very similar. You can set high taxes but people will not pay them and it will not result in higher revenues. You can only set taxes as high as you can get away with taking into account basic business laws...what tax rates do your competitors charge? I can already see blank looks from politicians in DC and New York and New Jersey. Well duh, what tax rates do your neighboring states charge? Are your rates out of line? Well duh! You cannot charge higher taxes than you neighboring jurisictions and expect higher revenues.
