The military budget is actually the only easy part of government to cope with. Even if we didn't withdraw our troops from all the places around the world many Americans feel they don't belong, it would be monumentally easy to simply grow the military budget at the rate of inflation and allow real GDP growth to slowly swamp it and reduce it as a % of GDP.

We could do that without any negative impact to our military capability and no hardship to the men in service or industries that support it all.

The entire problem is the unfunded liabilities of SS, medicare, medicaid, pensions etc... When you take people's money (tax them) and make promises to them in return, they build their lives with the expectation those promises will be kept later on. And because they were taxed, they have less available to save for their own futures.
