"It is clear to me we should not be drilling wells if we cannot stop the blowouts. " It has been a very long time when there was a blowout and there weren't numerous violations of protocols. It really should be much, much more rare event than it actually is, this one included. The problem is that you can't 'idiot-proof' something if the idiot is determined enough. Just look a 3 Mile Island...
