"special forces" and "Special Forces" have different meanings.

I understand your point, but DOD left no room for error.

The official DOD dictionary defines the use of terms in our military. It says (copied and pasted) -

"special forces
(DOD) US Army forces organized, trained, and equipped to conduct special operations with an emphasis on unconventional warfare capabilities. Also called SF."
