Define 'near'. To come anywhere close to breaching containment, they would have to get the nuke right next to the building. Outside the controlled perimeter, not a lot would happen. Assuming it is built to code, the containment building is a reinforced concrete shell built to withstand direct missile attacks. They once tested a simulated building by flying a jet fighter into it at high speed. It gouged the concrete. Inside the building is a steel vessel. It is designed to withstand the impact of a fully loaded airliner.

3 Mile Island was a very early design. Things have improved since then.
