There are two components to the problem. The first is the well head. That is clearly the area of BP/oil company expertise. The other is capture and containment once the oil escapes. The muscle for this would appear to me to be the Coast Guard/Navy with their ships.

On this basis BP has failed at the well head and the government has failed on the surface.
