I think you're RIGHT.

Will Merkel still be in office then or was it planned to go into effect AFTER she was gone?

It's always easier to say, we'll be TOUGH after I'm outta here.

I won't really believe that ANYBODY, including Germany and the U.S. will do anything substantial until they are FORCED to.

I have the feeling that NOBODY loves their job more than politicians and being HONEST about finances and CUTTING people's benefits is the quickest way to lose your job if you depend on fickle voters.
