"After he has demonstrated a willingness to help clean up the spill at all costs."

What do you think is happening? The government doesn't have the equipment to plug the hole, that has to be left to the industry. As to the rest, well, the Coast Guard has been involved from day 1. There are more than 1000 vessels involved, and many more personnel. At this point, there is a shortage of equipment to do much more.

For good or ill, it was decided, post-Valdez, that the oil companies would bear the responsibility for any cleanup. And no one else has developed the capability to do it. The government is doing everything they can. Which isn't a whole lot more than what they are doing.
