Government is rarely if ever pro-active. Not to good at post- active either. Hard to compare this to Katrina. This will we a hundreds of times worse.

PS. People warned of the danger the levees in New Orleans posed for at least 70 years before Katrina.

Katrina was natural like you said. Oil leak was a human mistake. Probably one or a few screwed up.
