Only Individuals have the power to walk rather than drive. To buy that more efficient car. To turn off lights. Install some solar. They don't have to be forced to do that. It is a sad day that Americans are sitting around saying they'd drive less 'if' they were forced into it. Why not just do it?

And as Tejek has pointed out, a gas tax is regressive. might as well raise the tax on groceries while we're at it.
