Yes, he could have. Obama has been a big disappointment to me with his focus on health care instead of renewable energy. I would have preferred that he went whole hog right from the getgo on renewable energy and oil independence, but he didn't do it. Now it's too late to do anything substantive. Then after Nov, he may be a lame duck. The opportunity was squandered.
