The 2nd relief well was suspended pending outcome of the "Top Kill". It had nothing to do with Obama, and was done to put the BOP on standby in case they decided to place it on top of the existing BOP. The 2nd well was restarted after that possibility was abandoned. Drilling was restarted because Obama insisted it be restarted.
