I presume the whole point of convening a panel of scientists is to get guidance. Not necessarily ironclad but the best available at the time. If the answer is 'we don't know what to do' thats pretty much worthless, why bother with the panel? I think they need to be practical and give their best guidance, even if its partly guesswork ... uncertainty is part of life.
