If the initial cut was done with shears, why is a second necessary? Is it to get a really clean mating surface?

If the shear cut was successful, wouldn't there be a flow restriction? How much restriction? If shearing gets down to say - 105 - flow, why not do that and leave it alone until the relief well comes in?

If the shear was successful, wouldn't the vast majority of the load from the mile long riser be removed from the BOP? That being the case, why would the diamond saw get stuck?? I have cut down trees, and I know it is bad news to cut into compressed wood, but the compression from the riser should have been removed by the shears.
