I don't put this on Obama specifically, he's just the jamoke standing there right now. Government bureaucracy is far bigger than the transient in the oval office. There is no incentive to do a good job as a civil servant, other than ones own moral compass, iffy at best. I don't know the solution.

As far as the shallow/deep thing (and a lot of other things), I blame it on our own inability or unwillingness to clearly understand issues and consider likely consequences. We are instead lead around by the nose with emotional appeals. We're pretty much okay with this. Probably not specific to us, just the way people are.
