I bet you palladium is dropping because of Japanese-Russian agreement to develop mines jointly. (I do not know that for a fact, but Japanese looked at this and several Siberian projects for decade now, but could'nt come to terms with Russians on anything because of Kurill's issue) Little they know what a quagmire they would get into.
