It is an unpaid position. What is tangible about that?

It is with the law being cited. They are things given in return for political activity. You can't just pick and choose what the law applies to. Unless the law is specifically limited, it covers all applications. Granted, I realize that Republicans in general and neocons in particular think they are exempt from laws, but...
