No..a designed leak. You just back down on the pressures slowly; like me running a ventilator, and worrying about either blowing out the lung, or compromising circulation.

If all the oil gets captured, pressure differences will entrain (suck) sea water into the cap. Same principle as the venturi in a carb, or in all the breathing devices I used.
With sea water entering, some of the gas will form methyl hydrates, just like in the first top hat. This will not only block the flow, but might make the top float. Ideal is to titrate to the lowest possible leak.

I understand the need to keep testing pressure before sealing the vents......I just hope nothing has changed in their expectations that were established prior to putting on the cap.
