Mohammed bin Laden died in a plane crash in 1967, before Osama was of age. King Faisal appointed three trustees who ran the bin Laden business, and each of the children received his inheritance at age 21 which occurred long before Osama's extremist tendencies were apparent.

Osama was born in '58, so he was < 10 years old when his inheritance went into trust. That money was totally tied up in the business for years.

Even after Osama DID receive his "inheritance", for some time he was presumed to be following in Mohammed's footsteps in the construction business. His early contributions to the Al Qaeda effort were construction equipment.
