A "subsidy" is generally considered to be a financial or regulatory boon granted to some particular group --- 'tilting the playing field' AWAY from Free Market conditions.

Benefiting the RECIPIENT of the subsidy to the disadvantage of their COMPETITORS.

(As such, the word does not adequately apply to government.)
