I just explained it. To begin with e.g:

Lots of cars (e.g. prius) get over 40 miles per gallon. Exchange as many cars as possile that get under 20 miles per gallon for the 40 mile per gallon cars through rebates.

Same with boilers. Almost all boilers are still the old boilers. New on demand boilers are a 1/3 of the size of a standard boilers and use 1/3 to 1/2 the oil.

I own a duplex, 6 bedrooms and three baths. I heat the entire house with an on demand boiler the size of a suitcase. The old boiler was huge and very inefficient.

I know most other houses don't have the new oil effficient oilers because I go in houses every day.
