Is BP a value buy or a value trap?

Stock is testing 1997 lows on 10x average volume down 16% (-5.5 pts to $29.00). I will look for a lower low on lower volume and maybe nibble at a few shares perhaps in the $25 range. Is this just a value trap that will be in litigation for years and will probably eliminate its dividend.
