While Obama stepped up to take the blame — "In case you're wondering who's responsible, I take responsibility,"

"I take responsibility" is a nice rhetoric. George W Bush said that. Now Obama said that as well. Tony Hayward said it. But what does it mean? In Japan, if you say that, you take a samurai and cut your own belly. Well, we don't want that drastic action, but what does Obama mean in his taking responsibility? Does he fire Ken Salazar? Has he changed his Chief of Staff, or maybe that he mobilizes his cabinet to help clean up the gulf?

"I take responsibility": those three words mean nada.
