Oil is a highly traded asset, having the oil stay local is pretty meaningless except perhaps in a time of disruption of world trade (say by a major war, or at least a major trade war). If there is some reason to send the oil elsewhere (perhaps it fits their refineries better than ours, or its close to some other market and the transportation costs are lower (not that that last point is likely to apply to oil from the Gulf or Cape Cod)), and we sell it elsewhere we don't deprive ourselves of supply.
