Fail-safe almost never really means totally fail-safe in such large operations. Its hard to make things fool-proof because the ingenuity of fools can surprise you. And even if no one is a fool, mistakes can be made and accidents can happen.

Putting the world on hold until its fail-safe is another way of saying don't do anything. If your not for extracting energy anywhere (since accidents can happen), then I suppose you are being cold, in the dark, and generally under primitive conditions.

We never make things 100% safe. We make them safer and safer by learning from our mistakes, and also learning from works well. That's a wiser policy than simply not doing anything because something could somehow go wrong.
