The majority of deep-well safety obviously currently relies on conservative well design. Chevron uses conservative and safe well design and hasn't experienced any problems. The BOP is a last resort when your well design has failed. BP chose to use slipshod and dangerous well design and handling techniques, and then double-zero came up, so they get to pay the price for gambling. .
