Of course. That's why, as stated, the normal situation is that nothing is done till the (actually) WORST possible time. When you HAVE TO... ie that particular system has finally become overwhelmed and continuation of current system is untenable.

So market powers were better than "supra-market" powers in cleaning up chemical pollution of the water ways or "brown outs" back in the day...??

To be honest I don't think there is even a real separation. People voting to get their representatives stop pollution IS the market.
