You've missed the point, "market" has to be defined:

But it's NOT necessarily "foresight" at all... and "central planning" doesn't need to be an issue unless people want things standardized:

When pollution reached level X was it more unacceptable to the company polluting or the people living around it? When they pass a law against poison (lead say) in their water, weren't they part of the "market".. or not? When "lead" is declared illegal to dump country wide is that "central planning", or not?

It's NOT simple, AND what most people think of as "market forces" don't even address certain problems.
