Of course, but that wasn't the topic. The issue is need there be ANY... which of course I would say yes.

Actually one could say a "measure" should be designed to protect people and environment to a certain level... if a basic level of decency DID shut down the industry or eliminate certain products... it may be best.

As I said, these are NOT simple... "people", and in our society they operate through various levels of what we call the "government", need to decide "baselines" for "externalities" that then "Mr. Market" can (much more "efficiently" than cetralized systems) operate within. Because "Mr. Market's" raison d'etre is profit in the form of paper currency, and not "well being" of people via pollution levels (for example, but "housing criteria" or any other idea can be imagined). Value of life, or health is a "value call"... and EVERYONE has different values.

As for the rest, as I said, this is complex, and NOT simple... and as to "cap and trade", my commentary here is basic and unrelated to that.

Seeing that this is a "sacred thread" I will not be posting any further on the topic... don't want to take away from the spirit here.
