After 52 weeks of benefits, it's not unemployment, it's welfare.

When the insurance benefits run out and the Feds have to grant money to extend the benefits, it's no longer "insurance", but a Federal entitlement.

If we have to pay out taxpayer resources, the best means of doing it is via workfare, or tax credits to employers to hire, retain, and train, unemployed workers.

But even then, we have to ensure that this does not become a crutch upon which business comes to depend to mitigate their labor costs.
