That's because typically construction projects have been tied up for years in court fighting the anti-nuke crowd. There is no ROI and high legal expenses. Then the anti-nuke crown points to the high costs they they themselves helped create as a argument against building them.

A new proposal is to do what Intel Corporation does. "Copy exactly". You come up with one design, get it certified and then use it everywhere.
