Whomever made the decision at EPA to reject the skimmers was incompetent. This is a national emergency and should have been addressed as such.

That is all I have been saying for 6 weeks. I would not only have taken the Dutch up on their offer I would have had a dozen people looking for more.

And I would have worried about the law or regulations later and would have seeked executive authority.

That is what Bush did and got away with it. Too bad he was stupid and evil.
