I don't know if it would be feasible but I would try to cap the oil leak with a massive dome fitted with a pipe and shut off valve. Sure it would leak at the base but hopefully most of the oil would be captured through the pipe filling tankers on the surface. If it didn't work we could blame Bush -g-
