Because under the Bush administration, they couldn't get prepared for the 2010 census. Several projects were started, failed, started again, failed again. As a result, they had to do a lot more things manually than they did for the 2000 census. Oh. It is Bush's fault. Of course. We knew that. You f*cking nitwit hack. Even if one assumes the accusation is true, there was plenty of time for Obama to have solved the problem (after all, the handheld computer idiocy was scrapped -- we're talking about paper forms here).
