Being required to put money in an escrow account isn't considered being deprived of property. It is a very common occurrence. Something you would know if you had done things like buying a house...

Not sure exactly what you mean by "required". A house buyer does that voluntarily. So did BP with its promised $20 billion, but under extraordinary pressure.

The $100 million fund for oil workers unemployed due to Obama's moratorium, which was the last piece apparently settled at the meeting yesterday, reminds me of a scene at a car dealership. After the buyer agrees to a $20,000 asking price, they spring a $100 document preparation fee on him. So he figures, I want to get out of here in less than an hour, what the heck.
