Peter Gleick wrote an essay on "peak water," comparing/contrasting it to peak oil and including some suggestions for conservation and new ways of approaching the problem. The essay is part of larger tome (his biennial series on water, published since about 1997 or so, and containing a number of essays on water issues as well as statistics--it isn't the sort of book individuals usually actually buy, but most university libraries should have it). But you can read the essay online here:

The guy is, from what I can see, the guru on the state of (humanly usable) water in the world, and what to do about the impending crisis.

Of course, the same folks who deny CC will deny there is any crisis. Sheesh, all we have to do is desalinate! There... plenty of H2O!

Gleick has also written on the problems of desalinization, but nevermind.
