I don't think they are patient or were fattening us for the slaughter rather I think its a battle between viewpoints:

1. The rich and prudent know that a middle class with some upwards mobility promotes stability and makes it so you don't have to travel to work in an armored car with body guards or worry too much about your relatives getting kidnapped.

2. But then there are the greedy (or possibly foreign rich) that are after power and money at any cost and view an upwards mobile middle class as a threat to their own high place in society.

There was a lot of ebb and flow between the two views for a good portion of US history, but the latter view has had the upper hand for a good chunk of time now. So maybe the battle is lost...
