I think McChrystal came up with or at least fully supports the current ROE in Afghanistan. The ones where our soldiers can't even shoot back if civilians are around. This is not working out. Patraeus' counterinsurgency strategy worked well in Iraq, but Afghanistan is a totally different animal and the plan is not working.

So change the ROE so we can fight back, or get out.
